Backround Cycler Version 3.8 Beta 1 released

The first beta for Backround Cycler version 4 has been released

This has a lot of differences from Version 3
- added option to allow user to change background on appication startup
- added option to display GUI on application startup
- Improved FileList
- Started Implementing additional language support (right now only English is supported)

This is a Beta Version so it is to be used at your own risk.
